The Village Hall - the agreement between the PC and the VHC

The Parish Council is the owner of the building that was formerly the New Village School and laterly the Village Hall. At the time of writing this there is no formal agreement between the owner (lessor) and the lessee (the Belchamp Walter Village Hall Committee).

The discussion around a lease agreement between the two bodies has been on the agendas of both bodies for at least 3 years (please see the Parish Council Minutes). May 2025 saw a change in this perpective. A Memorandum of Understanding (MoU)has been drafted and signed between the two bodies.

The MoU can now be used to generate Heads of Terms leading to a lease between the Village Hall and the Parish Council. This lease will allow the Village Hall to apply for grants from organisations that fund such ventures.

A joint meeting, 18 June 2015, established a start of a discussion between the PC and the VHC.

The MoU was signed by the Parish Council 27 June 2025 and by the Village Hall Committee 30 June 2025.

The financials are grouped in directories for the financial year - i.e. finance/2024_2025. The documents in these directories can have any file name - I have used the financial year/directory name historically.
